Preparing an Offer in Compromise

By Kevin Stith An “offer of compromise” is an agreement between the Internal Revenue Service (IRS) and a tax defaulter in which the IRS cancels/reduces the pending tax debt of the concerned person if some conditions are met. If the specific conditions set out by the IRS are fulfilled, then the taxpayer has to fill out a form called Form 656. As per Form 656, the IRS agrees to cancel the debts of a taxpayer in exchange for a certain amount of money. This amount may be only a fraction of the sum owed by the taxpayer. Form 656-A is not electronically accessible as a separate item but appears as a part of the 7-2004 revision of Form 656, Offer in Compromise package, catalog number 16728N. The form is downloadable from the official Web site of the Internal Revenue Service, www.irs.gov. If Form 656 is not filled out properly, then the IRS rejects it. To make sure that an applicant’s form is not rejected, it is important that each and every detail is filled in and accurately. After all the requirements mentioned above are fulfilled, the IRS can decide whether or not to settle for an amount that is less than the due amount. Calculation of this amount is important because a favorable response to an applicant’s offer depends on it. If the IRS determines that a person is capable of repaying his/her tax debts in full, then the form will be rejected. It is important that an applicant enters the correct financial and income related details in form 433-A and 433-B that help the IRS determining “reasonable collection potential.” It is advisable to hire an attorney before starting any of the procedures related to an offer in compromise. By Avish Parashar Valentine’s Day is coming up, so this seems like a good time to share some ideas on how to use improv comedy to be a good “Valentine.” It is a little (or a lot) different from my traditional “Improv for Business” stuff, but since communication principles are universal, they still apply. Here are three tips from improv comedy to help improve your relationship: 1) Put your focus on your partner In improvisation, your partner is the most important thing you have. You work with them to create a magical improv scene. In relationships, your partner (literally, in this case - your spouse, girlfriend/boyfriend, etc) must be the most important thing to you. Not 24 hours a day - life is a flowing river where the most successful people manage their priorities and what’s important - but when you are with your partner be completely present and put 100% of your attention on them. Another easy way to do this is to just listen! It’s amazing how far a little true listening can go towards building a connection between two people! The improv comedy way to do this is to “empty your mind.” Put aside all of the thoughts running through your head and have an empty mind as you interact with your partner. Take a few minutes before hand to breathe deep and clear your mind. Put your thoughts on the other person - what do they want? What are they feeling? How can I help them? This is an easy way to create rapport and let your partner know you care. 2) Let go of control Relationships, like improv comedy, are unscripted. You may plan a romantic dinner complete with gourmet food and candles, but your partner may suddenly get caught up in a huge traffic jam and throw off everything. You must have the ability to let go of control and flow with what life gives you! An improv comedian who tried to control events on stage is considered to be a poor partner and a bad improviser. Similarly, if one person, or both, in a relationship tries to control it, they will be considered dominating and insecure. While your intention is good (you want to make the relationship the best it can be for both people) your ability to let go of control and flow with both life and your partner will amazingly increase your connection. Remember, the word is “partner” - you are working with somebody to build something amazing, not dictating to them what they must do. The next time life throws an unexpected monkey wrench into your plans, say to yourself, “this is not at all what I want, but it is what it is. Now what can I do to be happy, make my partner happy, and make sure we both get what we need and want?” This will shift your focus from blame and stress to solution and happiness - a much better way to be! 3) Be creative Relationships are a tough balance of security and surprise. It’s wonderful being with a great person and knowing they’re going to be there, day in and day out. At the same time, once you get into a rut, it can get depressing to know that the same person is going to be doing the same thing, day after day! :-) Keep things interesting using your creativity. Thread Count in Quilting Fabric - What’s the Big Deal

By Penny Halgren Thread count is the number of threads per square inch in the fabric. It determines the quality and weight of the fabric. Threads are counted for both the length and width of the fabric. If there are the same number of threads in both directions, the fabric is an even weave. Fabrics with an even weave are easier to work with as you make a quilt, since the fabric will have the same amount of give in both directions. Quilting cotton is generally 68 x 68 threads per square inch, higher than average fabrics. Fabrics with lower thread counts, those around 60 x 60 per square inch are too lightweight for quilts. They tend to ravel excessively, they will shrink more, they will be less durable, and batting will come through the weave in your finished quilt. High thread counts and extremely tight weaves can be difficult to work with, especially if you are hand quilting. Although it is tempting to use a sheet for the backing of a quilt, the finish and thread count may make it very difficult to work with. I remember one year I was very excited to find some high quality Pima cotton. I bought a bunch of it, in all different colors, and made a beautiful quilt. It was an Amish-type Ocean Waves. Cutting the fabric was a dream. These were the days before rotary cutting, and I was cutting the fabric with scissors. Sewing the fabric on the machine was wonderful. Basting it was great. Then came the quilting. Hand quilting was not pleasant at all. The thread count was so high, that quilting was almost a nightmare. I tried everything smaller needles, sharper needles, bigger thimble, whatever I could dream up. But nothing made any difference. I just gutted it out, and finished it, because I loved the feel of the fabric and the design of the quilt. I love the quilt, but wont ever use Pima cotton again. Happy Quilting! The task for policy makers is todecide the right path to choose.An initiative to subsidize postgraduate education in Scottishuniversities would involve quite substantial expenditure by theScottish parliament. However, improving comparative advantage is animportant goal. In this essay we present a cost benefit analysis ofsubsidizing postgraduate education, and look at the long-termimplications for Scotland. One of the initial considerations is that of fiscal stimuli. As withany increase in government spending, there would be a correspondingincrease in output. The increase in output would be larger than theinitial investment due to the multiplier effect. Output equals income,and thus there would be a general rise in the level of income. Thisidea is explained in more detail later on. Higher education researchalso indicates that postgraduates are more socially cohesive andintegrate better into society. A subsidy on postgraduate education would also act as an automaticstabilizer. The reason for this is that when graduates enter theworkplace, say during a recession, and find that they can’t get a job,they are more likely to consider a postgraduate degree. In order to make Scotland morecompetitive we must focus on technology, innovation and productivityimprovements and the need to transfer knowledge from the science andengineering base into the market place. But what are the costs, and would this initiative be worthwhile? Firstwe must consider the number of different ways in which we couldsubsidize postgraduate education. The most obvious is for parliamentto pay the fees for any one who wishes to study a postgraduate degree.Alternatively, the government can offer the private sector tax or cashincentives to fund postgraduate courses for employees. Either way, theparliament would have to find the money by either redistributing fromother areas, or borrowing more, or an increase in taxes. It isimportant to note here that the Scottish executive does not have thepower to borrow privately and so would have to either lobbyWestminster for more funding or redistribute its budget. It can onlyraise income tax by 3 pence. However, what if the supply of postgraduate places is inelastic. Forexample, it may take large increases in wages to entice moreprofessors into the industry. Of course the government will alsohave to take into account the social and private gains from theresearch that is done by postgraduates, such as intellectual propertyrights as we mentioned earlier. This is a key aspect of the costbenefit analysis because not only do postgraduate courses improve thelabor force, but also their work is often directly related toimprovements in the industry. In the short-run the potential 20% increase in earnings for men and34% increase in earnings for women should increase demand for postgrad courses. In the long run, however, it is unclear whether thiswill benefit Scotland’s productivity or not. A general rise in incomecould mean the loss of a comparative advantage in the price of labor.However it is likely that Scotland would find itself with abetter-educated population and comparative advantages in new areas. There may be better ways to improve education like spending more onschools, increasing the quality of secondary education so that whenpeople reach university level they have covered more material.Following that, the degree programmes could be improved. This wouldalso have a positive impact on productivity without forcing morestudents into costly postgraduate degrees. Perhaps the money would bebetter spent on improving vocational training in colleges. In conclusion, the subsidy would induce a general rise in income.Extra funding for universities would improve Scotland’s most valuableasset, and help them create a world class labor force. Unemploymenthas been the bain of Scottish society for 30 years and this policywould go a long way to addressing that problem. However, there are some practical issues of funding. Without otherdepartments suffering it could prove difficult to give the policy thefull backing that it deserves. In addition, we can find more value formoney in improving primary or secondary education. So while the ideaof improving productivity makes sense, we conclude that this may bebetter achieved either through partnership with the private sector orimproving other areas of the education system.
